I have had a health check many times in Viet Nam. Usually foreigners don’t believe in the skill of local doctors, but I think some doctors here are more experienced than their overseas counterparts, such as surgeons, obstetricians and gynaecologists.
In fact, this has probably got a lot to do with the fact that they have much more clinical experience.
However, as you indicated, many don’t have enough English skills to explain a patient’s condition or how medicines will affect them.
I have a son and stress out whenever I have to take him to a paediatrician. The doctors can treat him, but can’t explain what made him sick. For example, they might say it’s because of a virus, but can’t explain what kind.
Drugs are also problem. Almost all drugs are imported from western countries and many seem too strong for Asians. Pharmacists don’t explain about their effectiveness and side-effects, so people find out for themselves.
In Viet Nam, do you have state exams for doctors and pharmacists after they graduate. In Japan, all medical and pharmacy students must pass a state-exam before practising.

それにしても・・・TOEIC事務局の係の人は殆ど英語が話せないみたいです。こちらのつたないベトナム語で対応したのですが、TOEIC以前にベトナム語とも格闘しないといけないかも・・・。

今週の採用記事(9週連続11回目=暇人)
I think Tet is the most important event of the year in Viet Nam, so Tet bonuses should also be considered an important issue for enterprises. I have already made a final decision on the size of the Tet bonus this year and explained to all employees, as I'm the human resources manager in our company, that it's not important how much they receive. However, it is a reward for their effort. They all understand that.
In our company, at least a one-month bonus is guaranteed and individual assessment is considered on top of that. The average bonus is 1.3 to 1.4 times the monthly salary. I have refused to pay an additional individual assessment this Tet because business has not improved as we expected.
The gap between the highest and lowest bonuses is incredible and quite unfair, I think. It's difficult to keep employees motivated, especially as foreign enterprises pay higher bonus levels. They should consider the effect this has on other enterprises.
The Tet bonus doesn't affect my performance. However, I think the bonus should be as high as possible to keep employees motivated.
結婚式ビデオ
結婚式と披露宴の様子は業者に依頼して写真でも残します。また、式場入り口に出しておく二人のパネル写真もセットになっています。事前に衣装を着てアルバムまで作るのが一般的。通説としては台湾人や香港人の習慣がベトナムにも伝播したとか。
撮影は一日がかりです。俳優気分でございますが、ロケ撮影もあるので大変恥ずかしい。私もやりましたが、こういうときは女性のほうが堂々としていますね。
写真だけでなく、ビデオ、今はDVDですね、これも作成します。もう、映画仕立てのものまであり、結婚する前は、新婚家庭に招かれては見せられたもので、「誰がこんなもの見たいのか?」と思っていましたが、自分も作ることになり、やはり新婚家庭への訪問者で式に来てくださった方々にはお見せしました。
結婚から5年を経た今でも、時々出してきては夫婦のみで鑑賞しています。やっぱり恥ずかしい。
合理的
ご祝儀袋は、結婚式の招待状の入った袋がそのまま利用されます。大変合理的。別途ご祝儀袋を用意したりはしません。もちろん、親しい仲であれば日本のご祝儀袋を用意すると大変喜ばれます。
披露宴会場入り口にご祝儀袋を入れる箱があり、記帳をしてご祝儀袋を箱に入れます。このときに新郎新婦にお祝いの言葉を述べたりするのがベター。場合によっては記念撮影もその場で行われます。
ご祝儀の相場は、会場と出される料理の格に応じて、となっていますが、日本同様付き合いの深さ、職場でのポジションなどを考慮するようです。同伴者がいる場合は人数分。
今までに日本のご祝儀袋を用意したことは、こちらでは1回のみですが、宛名書きを筆ですることはけっこうしています。墨書も結構喜ばれます。
結婚式
ベトナムの結婚式、もう何回出席したのか記憶にないほどですが、大体いつも同じようなパターンです。
式は新郎さんが新婦さんを迎えに行くという形。詳細は別の機会にしますが、「狐の嫁入り行列」をイメージして下さい(笑)。
披露宴は、定時には始まらず、予定開始時刻より1時間は遅れるのが通例。日本人から見ればルーズに思えるのでしょうが、ちゃんと理由があり、定時に式場に来る人は、「お腹のすいた人」と見られるとか。適当な時間を見計らって三々五々散っていくのが通例です。仲人挨拶だの、友人のスピーチなどはありませんが、歌や踊りありのドンチャン騒ぎです。
面白いのは化粧慣れしていないベトナム人女性の化粧っぷりですね。新婦も含め、誰が誰だか分かりません(笑)。今回の新婦さんも、誰だか分からなくなる予定、笑い死しないように気をつけます。

10回目の採用記事(2010年1月15日)
This problem is not only Vietnamese problem. In many Asian countries infected by Confucianism, including my country, Japan, there is a history of keeping the status of women low.
First, people should understand what domestic violence is and discuss each other in their family. But once domestic violence has happened, it is often too late as the women and children are usually at their wits' end in front of overwhelming violence.
Japan now has a law prohibiting domestic violence, but police maintain a policy of non-intervention in civil affairs. The nation is also uninterested in the law and its meaning, so nothing has improved.
It might help if people associated more with their neighbours. Once upon a time in Japan, older, well experienced people would be called into solve problems such as domestic violence or brawls between husband and wife.

人間ウォッチング
この基準リストはホーチミン、タンソンニャット国際空港において適用されるであろう作者の独断と偏見に満ちたリストですのでご了承下さい。よく空港で見かける人たち限定です。
2.中国人・・・声がでかい。靴が大変汚い。列に並ばない。髪がボサボサで。タバコをパイプのような持ち方で吸う。
3.韓国人・・・中国人の次に声がでかい。シャツをズボンに入れている。シャツはバーバリー。婦人方はパーマ頭にサンバイザー着用。
4.日本人・・・不必要に頭を下げる。いつも「すみません」。旅行用スーツケースが丈夫。眼鏡率高い。
5.台湾人・・・見た目は中国人と同じだが名前を西洋風にしていたりする。
6.シンガポール人・・・何人か分からないのは大概シンガポール人。

8回目の採用記事(2009年12月25日)
I will stay in Viet Nam during Christmas. At the beginning of my life in Viet Nam I missed the carols, Santa, green and red colours of Christmas, white of snow but now I can enjoy Christmas in a tropical region.
I started to live in Sai Gon in January 2001. During the Christmas in 2000 there was a snow fall. I knew that I will not be able to see the snow for a while, so my last Christmas in Japan is an unforgettable memory.
I have a family in Viet Nam so that is a reason why I will stay in Viet Nam during Christmas.
This year, I will go to the city centre to take some pictures with my wife and son before Christmas day. Because every year on that day, there are so many motor bicycles! This may be our new experience for the festival season. In Viet Nam, we really can learn how to spend our time during Christmas time because we have some opportunities to see Christian foreigners and Vietnamese. It may compensate for not being back home. The five things to do in this Christmas are:
1.Take annual leave on December 25.
2. To talk with my wife and son at home because I have such little time with them usually.
3. To read books related to Christmas aloud to my son.
4. I will try to cook something for my family.
5. To enjoy the sound of Christmas in the town.
I think that being religious is important, but also it's important to enjoy an atmosphere of Christmas and share the peaceful feeling. People in Viet Nam know that as well as people in my country.

I think Sai Gon Railway Company should have had a period of transition from the old to the new system. They should have also tested out the new system before putting it into practice.
In my country, the Government, public authorities and rail companies always have a transition period before introducing anything new. They also thoroughly test out the new procedures and ask for feedback from the public to see if it works well.
I think it would have been better to use the new ticketing system in conjunction with the tried and tested old method of booking tickets favoured by the elderly who rarely use a mobile phone.
Viet Nam will have a growing proportion of elderly people in future, so the authorities must think about them.
When I was small, the booking system for train tickets was antiquated, but now it's very convenient. We can book on-line and pay by credit card. However, my parents' generation still don't know how to use the internet and stick to the old system.

I think this kind of ban is good to keep the environment in apartments clean, safe and quiet.
I felt very funny when I purchased an apartment (under my wife's name) and the real estate agent said that ground and 1st floor units were more expensive than the upper floors because they were convenient for business. In my country, apartments cost the same on each floor. Different prices depend on the area.
There are some offices in my building but shops are not allowed to open on residential floors. Sometimes people lingering outside to visit offices make noise and create troubles with residents. So I think the ban is good to solve this kind of problem. It will work well, I think.
In my country, residential and trade areas are definitely separated. People live in residential areas and they commute every day to trading areas. The ban would be effective but the Government should also improve public transportation and separate residential and trades areas, especially in HCM City and Ha Noi

I think it's part of the culture. Food stalls are fun and one of my favourite things in Viet Nam. But as you mentioned, sometimes pedestrians have to walk along the gutter which causes traffic jams.
However, food stalls are very convenient because they taste good and are cheaper than restaurants.
So I think the Ha Noi People's Committee's idea to establish some controls is a good one. But I think the fees should be set higher than the current rates and there should be stricter regulations.
As for motorbike parking on pavements, I can't accept it. This usually causes traffic jams and is dangerous for pedestrians.
My home town Tokyo has similar problem. There are fewer cars there than in Viet Nam, but there is still not enough road parking for cars. So authorities have tried to think of parking alternatives, such as underground parking and above-ground garages. The government also encourages people to use public transportation, which the Vietnamese Government should also do. Improvements to the transportation system and infrastructure should also be made as soon as possible.

In Japan, there are many historical and ancient cities such as Kyoto and Nara that are like Hue and Ha Noi in Viet Nam.
In those cities, people are strongly aware that they must keep their city clean and green because they are proud of where they live.
In addition, we have an activity named "Clean-up Week", which is held frequently. Slogans reminding residents to think green are posted on every street corner.
In Ha Noi, I think the Government needs to educate the public better about the need to protect their environment. Ha Noi is their capital city and it has a long history.
I think the Vietnamese people lack a sense of civic responsibility. For example, in my apartment, no one cleans the corridor without being paid. They don't hesitate to leave their rubbish there. However, when Vietnamese people go overseas, no one throws rubbish away in public areas because no one else does.
It's a chicken and egg situation – I don't know whether people throw away rubbish because the environment is already bad or whether people won't do it because the environment is clean.

I think it's good to start conducting an investigation into these taxi companies. Taxies in Viet Nam are better than in some other countries, but I think some foreigners, especially tourists from overseas, are scared of taxis in Viet Nam.
So far I haven't had any major troubles with them. But some drivers won't start the meter and they will go round about routes if we don't say something to them.
One day, I caught a very famous brand-named taxi in HCM City, and I asked the driver if I could use my taxi card.
He said no. I asked him again: Why not? This card is issued by your company. He replied that his taxi was a fake. I was really surprised because the label of taxi was the same as one of the most famous taxi companies in the city, and the telephone number printed on the taxi was the same.
The authorities should strengthen their registration systems. I sometimes meet very bad-mannered drivers. They shout and curse while I am in the cab. Some sensitivity training would go a long way as well, in my opinion.

I don't recall from my school days any kind of campaign in Japan to promote local goods. However, after graduating from university, I noticed that there was a greater drive to promote national pride.
I think you should show off how skilful Vietnamese people are with their hands. The Vietnamese are surely as skilful as the Japanese.
I usually buy made-in-Viet Nam goods, and I am satisfied with the quality and price. However, I am dissatisfied with the customer service. And there is no sense of customer satisfaction.
As a consumer, I would like producers to put product quality first, then customer service and customer satisfaction. I think the quality of Vietnamese products are getting better and better.
Surprisingly, I can find good quality Vietnamese products not only in Viet Nam but also Japan as well. Unfortunately, customer service is still poor.
I am not really happy with the attitude of some shop keepers in Viet Nam because we have a strong belief that the customer is a god. This is your weak point. If the Vietnamese can overcome this problem, Vietnamese products will be more famous around the world.

Viet Nam is at an important stage in its development - a time to think about environmental problems that always appear when a country is growing industrially. In Japan, people were once enthusiastic about developing industry and weren't concerned about environmental pollution. As a result, serious environmental pollution developed and many law suits were brought against enterprises. The Vietnamese Government should educate the people about how environmental pollution can lead to more tragedies comparable to the poisonings caused by Agent Orange.

息子が4月から幼稚園に入園予定です。年幼・年小・年中・年長のうち、年小組に入る予定(3歳児)。

TOEICにチャレンジ
今までに英語を独学で勉強してきて、仕事で使える程度までになってきたのですが、そういった類の試験を受験した経験はなく、ここらで自分の実力を測ってみようかと言う気分になっています。
ベトナムでももちろん受験可能なので、まずは近所の学校で情報を収集してみようと思っています。英語学校の授業料も比較的安めなのもベトナムの魅力ですね。使わない手はない。

→西のAシードが勝利。ことしも東に優勝旗を持って帰ることが出来なかった上に、母校の最多得点記録も更新されてしまいました・・・。
