会議で提案するときに、出席する予定の人たちと前もって話し合い、意見を一致させておくことを言います。“一般的に”日本の企業では意思決定に全員の合意が必要とされているので、衝突を避けるためにこうした裏工作が必要なのです。

The practice of discussing in advance the proposals that will be made at a meeting. In Japanese companies, decision making generally requires unanimous agreement, hence the necessity of maneuvering behind the scenes to reach a consensus beforehand.
